Ethiopia has taken another significant step toward transforming its financial sector, as key stakeholders gathered in Addis Ababa to validate an ambitious ten-year Capital Markets Master Plan (CMMP) aimed at building a deep, diversified, and trusted capital market capable of driving the country’s long-term economic growth.

The high-level stakeholder validation workshop, held at the United Nations Conference Centre, brought together more than 80 representatives from across Ethiopia’s financial ecosystem, including regulators, government ministries, financial institutions, capital market intermediaries, professional associations, and development partners.

The event was jointly convened by the Economic Commission for Africa (ECA), the Ethiopian Capital Market Authority (ECMA), FSD Africa, and FSD Ethiopia.

Developed by Genesis Analytics and Bourse Consult, the Master Plan serves as a strategic roadmap to guide the evolution of Ethiopia’s capital markets over the next decade.
The workshop comes at a pivotal moment for Ethiopia’s financial sector.

Following the establishment of key market institutions, including the operational Ethiopian Securities Exchange and the advancing Central Securities Depository, the country is now shifting focus from market creation to sustainable growth and diversification.

The CMMP outlines six critical reform pillars designed to strengthen the country’s capital market landscape.

These include enhancing the legal and regulatory framework, modernizing market infrastructure, deepening the sovereign debt market, expanding opportunities for non-sovereign issuers, broadening investor participation, and building long-term institutional and human capacity.

Addressing participants, ECMA Deputy Director General Rahel Kassa underscored the importance of collective ownership in shaping the future of Ethiopia’s capital markets.

“This is your opportunity to lay your fingerprints on what you envision for this market. It must be the source code of our market’s ecosystem,” she said.

FSD Africa Senior Capital Markets Specialist Victor Nkiiri echoed the sentiment, stressing that successful reforms are driven by broad stakeholder commitment and alignment.

He noted that effective master plans are those embraced by the entire financial ecosystem, with institutions integrating the shared vision into their own strategic priorities.

FSD Ethiopia Chief Executive Officer Hikmet Abdella encouraged participants to provide practical and constructive feedback to ensure the roadmap remains grounded in the realities of the market and capable of delivering lasting impact.

Representing ECA, Chief of the Finance and Domestic Resource Mobilization Section Sonia Essobmadje highlighted the broader significance of capital market development across the continent.

“Capital markets are a critical tool to mobilize long-term financing, support private sector growth, and strengthen economic resilience,” she said, emphasizing the alignment between Ethiopia’s reform agenda and ECA’s broader efforts to strengthen domestic resource mobilization throughout Africa.

Throughout the two-day workshop, stakeholders engaged in detailed roundtable discussions examining implementation priorities, institutional responsibilities, governance structures, and potential risks across all six reform areas.

The feedback gathered will be incorporated into the final version of the Capital Markets Master Plan, paving the way for formal adoption and implementation.

As Ethiopia continues to modernize its financial architecture, the Master Plan is expected to serve as a blueprint for unlocking investment, strengthening market confidence, and mobilizing the long-term capital needed to support the nation’s economic transformation and development aspirations.
